FRS/GMRS channels usually have a "high" power option - 5 watts - same as the baomemes.

Plus to an FRS/GMRS: Transmitter/antenna's tuned for those particular frequencies. So the power transmitted is better matched to the antenna. Which means more of it is going on the air.
The baomemes shitty antenna is designed to cover a wide freq band - VHF and UHF. It probably won't be matched well to the freq you're using, so there's more power being reflected back into the radio from the poorly-matched antenna.
And that's a lower power output than a good FRS/GMRS radio is - my "5W" radio measures about 3.7W on my power meter (which is calibrated/traceable).

But you are correct, these radios are legal on ham frequencies because those bands don't need type-certification. MURS, FRS/GMRS and commercial does require type cert to be legal.

Law dispatch is a lot of warrant checks and license plates.
Fire dispatch is, like you found, old people falling and MVA's.

Tac (tactical) channels are where the details of an incident occur... dispatch will tone out a couple of units to a bigger incident, assign a tac channel that incident, and most all traffic except for arrivals/scene-clear will be on tac.
Usually a couple tac channels on the radio network, most are talkarounds though... unless you're local to the incident you won't be able to receive them.

Unfortunately, most of the "good stuff" is digital P25, so you won't be able to receive it on a baofeng radio.

They're shitty radios. A lot of radio for the $30 you'll spend on one, but they're shitty radios. Transmitter sucks, receiver's awful, UI's terrible. But they are $30.

Doable with any radio that can receive VHF 162MHz.

you'll need a SAME-compatible receiver. Usually only a thing in "weather alert radios", and those probably won't have the other features you're looking for.

Your battery requirement may work with SAME weather radios, but anything else will probably be rechargeable.
My old FT60 had a NiMH rechargeable battery pack, but I could replace that with a 6xAA tray if I wanted.
All the Motorolas I run now have their own lithium rechargeable battery packs, but I can recharge them off 12v real easy. My VHF XTS can receive weather band, but I don't usually carry that radio with me.
