Sometimes bait attracts catfish or carp and will scare away the minnows and crawdads that you're trying to catch. But if you throw it out empty, those minnows and crawdads will take cover in the cage to hide from predators. Some weeks of the year I get exceedingly more bait out of an empty trap, than one with bait in it
