If you want to take the full fishing license you can just learn at home, the info material is online and it costs 35€ to take the exam. (900 questions to learn) then you can go for almost everything (some fish are protected).
There are many bodies of water but there are also many people and I got pretty tired raising my hand all the time for greeting people on boats and kayaks. The more popular spots - even outside of Berlin - are full of fishing people, so you won't just be alone outside of the water and especially not with the people on the water in their boats of course.
Hunting is expensive, I have no experience but it should be 1000-2000€ for the whole course + fees.
There used to be or still are cheap buses to beaches on the Ostsee (Rostock, Wannemünde).
Brandenburg is not bad, I liked the people and found them to be of decent stock. The nature doesn't feel wild but is still enjoyable and I could see beaver families, ospreys and other animals. Having a car is worth it in my opinion.
