here in Germany there are garden Clubs lead by old boomers which are like HOA*3000 boomers walking around with Tape measures and writing Complaints if you're hedge if higher than 1,20m. 2 complaints and they throw you out. also 300€ a year and you have to do x Hours comunity work or pay 20€ per hour work you didn't do.
