The other commercial services are licensed by the relevant organisations who run them and you pay membership or in some cases + other rates on system usage. Unlike ham you must use type approved radios but just pay the $ and use it rather than sit exams etc. Many private companies license their own HF frequencies outside of ham bands. Emergency service have the own HF frequencies.
