There are actually plenty of "pipe tobaccos" that are actually intended for RYO cigarette use. They're just labeled as pipe tobacco for tax purposes. We pipe smokers lament them, but they should be right up your alley.
They're usually in the big clear plastic bags on the wall of your local tobacco shop labeled as "value pipe tobacco" and come in all sorts of blends.
The tobacco is the same, but what really matters is the cut. Cigarette tobacco is a cut known as "shag", and it's finer than the "ribbon cut" of most pipe tobaccos. So look at the tobacco that's in the bag. If the cut is fine like cigarettes, it can go into cigs no problem.
