The smaller your motorized vehicle is, the less energy it requires and the easier it is to build, operate and dispose of cleanly. How big that can be for the general populace is basically unclear because we're not serious about it yet, but it would almost certainly suffice to get everyone an electric bicycle or low power motorbike. Maybe even a miniature car.
