When it’s below 0 you shouldn’t be getting that wet unless you put your foot in a stream.
They’re a pain in the ass to put on but Berghaus yeti attack gaiters have let me stand almost knee deep in glacier melt streams for 10min and come out with my feet dry, put them on some 60$ kamik bootsand used them for two years until the boots fell apart and the rubber of the gaiters was cracking (I should have bought a size larger to put less stress on them).
Only other tip I have is carry a coarse brush of some kind, occasionally clear the snow off of you from head to toe and you won’t get as wet.
