Yes if there is a current and if the bait hooklength doesn’t get tangled with the weight. A better setup for this kind of fishing would be to have the sinker on the end and the bait on a dropper further up the mainline. This prevents the two getting wrapped around each other. Theoretically the swivel there should help prevent it, but if the sinker is embedded in the bottom before the rig untangles, it’s going not going to fix itself.
