The Southern Tier is mostly spared because people from NYC and LI know they'll never feel welcomed or comfortable in the ultra-conservative rural counties that border Pennsylvania.
I won't even hike in places frequented by downstaters, like Lake George and the Catskills, and wish people from the Big Shitty would stay out of upstate altogether. Can't stand their accents or their attitudes.
