It’s not really comprehensive. It’s more of a broad guideline. It was started by The Mountaineers, a group in the PNW who did long backcountry excursions from base camps. It’s why instead of a tent you might see “emergency shelter.” Obviously you’ll bring a tent (or tarp, or bivy) if you plan on staying overnight.
Other sections leave it up to you as to what’s needed. Food? Are you cooking, bringing dried or dehydrated meals, or just eating shelf stable food? Some choices necessitate even more gear. First aid… well what the hell is that? Depends on what you’re comfortable with. I usually keep it fairly simple: blister treatment, ibuprofen, OTC allergy medication, chewable peptobismal. Some people bring stuff like tourniquets and gauze pads to treat bullet wounds or something.
Any one of those topics could spawn a 200 reply thread. There’s a lot of nuance and detail to each one, depending on personal preference (which you don’t have yet) and intended goals, type of outing, and location.
