I'd advise you to buy used (aka "estate"), since we're at the end of a 100-year decline in pipe smoking and they're everywhere. You can find pipes just about anywhere there's used stuff. $20 will buy you just about anything you want from all but the very best brands and you can afford to be choosy about cosmetic condition. Don't be afraid if a pipe is nearly plugged up with trash-those are often the very best ones, just smoked to death. $10 worth of regular and bristled pipe cleaners, a small bottle of 91% isopropyl alcohol and a roll of paper towels will clean up a lot of pipes, and save you lots of money vs buying a the same pipe from a shop.
If you're looking new, go for a no-name "basket" pipe. They got that name because they used to be (and sometimes still are) kept in baskets on the counters of pipe shops. These are factory seconds from the big name makers that were drilled correctly (and so smoke well) but had some cosmetic flaw that was enough to keep them from putting the big name on them, so they're sold unbranded for cheap. If you care primarily about how a pipe smokes, this is the way to go for new.
If nothing but the best briar will do for you, then any of the big names (Savinelli, Castello, Baraccini, Kaywoodie, Dr Grabow, Peterson, Butz Choquin, Chacom, Genod, Comoy, Ropp, Charatan, etc) will be excellent, and you will pay for the quality you get.
Finally, I wouldn't discount that cheap little pipe you've already got. Missouri Meerschaum makes some excellent pipes, and they just keep getting better the more you smoke them. I've got a couple of MM's $7 Legend corncobs from drugstores, and they are fantastic smokes. They easily perform just as well as something 10x their price.
