Unless you make up some highly specific situation like being in the middle of the desert at night or in the middle of the arctic circle and in both locations just happen to have a cord of already cut, yet not split fire wood, a knife, but no axe.
Because if you are in any location where there are trees you should have enough dry deadfall twigs every where to make all the fire you want without a problem.
First of all, you shouldn't need more than a cooking fire. You should have proper gear for the weather you are in and will face. You should have brought along fire making gear and a small amount of fuel for it. Even if it has been raining for weeks on end, you should know that you should bring enough dry tinder and kindling with you to dry out more fuel to use later.
