Check out that uncle Ben guy another anon suggested dude straight up just takes birds home. If you go the dump route find a younger male whose comb hasn’t grown out yet and is still doing that puberty croak when he tries to crow. Go out a couple days and just toss some food at them they’ll get used to you and you can snatch one up. If you get a young one the odds are better it’ll warm up to you and I don’t think anyone will complain about you taking a rooster from a dump.
