In terms of civilian use, I disagree. Access to owning a gun is basically predicated on your ability to store and use it. If you don't have family or friends with land to shoot you are confined to the range, and if you don't own a house you are likely going to be unable to keep your gun at home unless you can talk your real-estate agent into letting you bolt something into the concrete (unlikely). Otherwise, prepare to fork out over a grand for a 400kg+ safe or whatever.
That's even before the licencing, regulation, random police checks, weapon costs and stigma. It's basically not worth it unless you're a home and land owner.
