I got my girlfriend a 32# OMP explorer online for $99. Shoots pretty well, and is pretty sturdy. Its taking a beating over the last couple years, but still shoots outstanding for the price.
I'd go with that, maybe a 40# for you, but I wouldn't go higher until basics are down. If you decide you want to further your skills after that, you can just buy stronger limbs that you can attach.

I'd recommend an OMP Explorer at #35 or #40 draw weight. When I was teaching my girlfriend to shoot she got hers for like $107 I think. If you are serious about this, $100 is pretty low to get anything of even decent quality, but the OMP is surprisingly sturdy, has a smooth draw, and pretty accurate. If I only had enough for one more bow, that would be my first choice.
