At first you eyeball it but at some point you develop a feel for it, like is the tobacco too wet and spongy for this bowl or is it too dry and crumbly for that bowl. And then you know I like this and that tobacco best in that pipe when it is dry like this and packed like that.
A tip for bulk storage, put your tobacco in an airtight jar. They sell you this "hydrostones" that your supposed to soak in water and keep in the jar with the tobacco so the humidity level is set. That's a good idea as your tobacco will slowly mature and often get better, but you don't need to pay extra for that, any shard from a broken clay plant pot will do the job just as good.
