Especially if the areas that their armed forces operate/plan to operate in are plentyfull with water, so carrying unnecessary water inside the meals would be waste of energy. Pic related is the combat rations that I was issued during my conscription service. Those DIY MRE's are essentially same as what many countries still issue to their soldiers.
