The Icelandic road authority takes good track of road conditions.
If a road is open, it's open if it's closed it's closed.
And for fuck sake, don't go on a road that is closed.
I did once and after one kilometer of pushing my bike through the snow I decided to return.
The desolate areas you speak of would be the inland roads, those are incredible fun but very tough on your equipment, only go there if you have a proper touring bike and not some road bike conversation.
