Based on my criteria, best place for outdoors is the heartland west of the Mississippi and east of the Rockies, and the map reflects that trend. You'll also notice that Idaho, Nevada, and Utah are ranked much higher than their neighbors, so it's not strictly favoring one region over another - each state is ranked on its own merits.
