Notably, for CCTV to be an active response sort of thing someone has to be watching it, which unless it's a site where work is being done is very very rare. Usually your worries are owners, security, or police patrolling a site or an after the fact issue. If you are worried about say, a camera picking up your plate numbers the easy secret is to park away from the site and walk in. If you suspect a site has active security or just nosey neighbors, it is better to hoof it in. Ideally, this is why you case a spot prior so you know the surrounding area enough to leave safely in the event of emergent issue.
