It's lame that they took the winning design and made a more boring variant of it (two different tones of blue is just bad design), but it has symbolism and most importantly looks like a real flag. Menacing Loon is fun, but it's a meme, and there's no worse way to date your product than by sticking in memes that were trendy back when you made it. Imagine if Idaho's state flag had "Farm ALL the Potatoes!" written at the bottom of it because people thought that was a hilarious thing to say a decade ago.
The Minnesota DNR or some other government group should absolutely have taken advantage and sold it as a just for fun flag though. "Buy the loon flag and X% of the profits go towards keeping our loons safe" is the easiest money they could have ever made, and instead they're letting one private company make all those sales. A company that has an entire "pride flags" section on their website.
