Perch/croakers hang out in structure just like halibut. Halibut does like slack tide more than the perch/croaker. Any structure such as a rocks or grass bed can add to your chance as well, but the halibut would be sitting on the sand part. Also, you should cast PAST where you expect the halibut to be then retrieve because halibut likes to see the lure coming in from a distance and have time to make a decision to take it. A lot of times, they have to see it coming, then stalk it a bit before striking.
