Even on the lowest floor which is actually below surface level quite a bit there are these two 8 foot diameter bore holes with plastic casings going straight down into the ground at least a good 20 feet. Not sure what that structure is on top of the hill in the background but it sure looks like a passive long-lines repeater.
It was a semi common thing to bounce directional microwave signals off a flat piece of concrete to get around tall obstacles, we never hiked up to it but it was really bugging me with curiosity.
