The House Range is nice but a little far (3 hrs) Marjum Canyon and Ibex have A+ camping. Newfoundland Mountains are on my hit list. Lots of spots in Skull Valley can be nice and remote. Go drive out on Promontory Point and explore.

There are some fantastic hot springs out by Wells, NV and good camping in the Toano Range and near Pequop, NV. Goshute Range has a hawk watching station.

Generally I go to southern Utah this time of year and drive a little farther to get the good stuff. Northern Utah is still cold and snowy by and large.

Flood warning in December? More like a fucking ice warning. Hypothermia is a real concern in any of the slot canyons (or creeks/rivers) during the winter months. You can go the entire day and not see the sun. The Narrows would be a poor choice without a lot of warm clothing and some neoprene socks.

Zion can be very pleasant in December during the day. It is generally bitterly cold at night though and anywhere in the shade. Because of how steep the canyons are there are lots of trails (like Angels Landing) that hold snow that gets packed to ice in the winter. Check with the visitor center and/or bring some yaktrax. Just do part of the West Rim as an out and back from the canyon floor. It's very feasible as a dayhike. Consider some dayhikes on the east side of the park too.
