Unfortunately, it's a bit more complicated than just putting evenly spaced trees in the ground. You have to worry about soil quality, depth, natural regeneration, terrain etc. The actual motion of slamming a shovel into the ground, jacking it forwards to open the cut, shoving a tree in the hole and stomping takes less than three seconds. I have a hard time believing that tool is capable of achieving the same quality, versatility and speed. That tool has also got to be at least twice as heavy as a spade.
What I can tell from the picture is that the guy is definitely paid hourly. There's a reason it's generally a young man's game. His clothing, equipment, grey mustache and build in general don't exactly scream "built for speed". Actual planting bags are made of canvas and strap around your waist. That uncomfortable hard plastic tray can't hold very many trees at all by comparison, necessitating frequent trips to the cache to get more trees, wasting time. He's wearing dark camouflage, which would be unbearably hot if he were to move as fast and for as long as a real planter.
