Came to me while I was at work today. It's a craw specific jig head that also includes a chatter bait style blade on the bottom.
The blade would be shaped like a craw tail that would rattle as you reel in. You would apply a soft plastic craw bait to the hook to complete the presentation.
The other only bait I've seen in a similar fashion had the line tie directly on to the tail, and not to a ball-head medium. The tail tie I feel detracted toward the swimming motion and didn't include a sound element one would have with a blade.
