If you are hiking in 25+ degree weather you will not need a base on your legs. If you stop however you will want one.
Hiking below that on strenuous hikes I have found that a thin wool (150 wt) and a cotton blend pant (65%) you can avoid having to delayer on an uphill and re-layer on the flat parts. The wool will wick to the sweat away and it will evaporate through the cotton pant because cotton is breathable. Upper body layering is easy, its the legs layers that you have to manage and the best way to do that is with long johns that have side zip for easy removal. Only place I know that sells them is kuiu and all you have to do is put your pants around your ankle zip the side and unlatch the Velcro. You don’t have to take off your shoes. Or more importantly you don’t have to take off your boots, gaiters, snow shoes. I have a lot of smartwool stuff but wish I would have known about kuiu. I have the wool 145 and peloton 97. I wouldnt spend the premium on the tops but the bottoms are worth it.
