My M58 army jacket is so thick and heavy that its impossible for any water to seep through it, but its uncomfortable to wear in almost every way so no point in using it over a hardshell fleece combo. The Finns system of using their wool jacket as a mid layer makes more sense and just shows that even they knew of the shortcomings that the uniform designs had back then.
I do make use of my M65 jacket(s) for chilly days tho, they work better as everyday wear lol. Still, cant beat surpluswool pants tho.
