not exactly /out/, but the Museum of Salt and Tobacco in Tokyo is worth a visit. Pretty informative on the history of tobacco both in Japan and abroad. They have super nice smoking rooms where you can have a comfy smoke with whatever you brought. The gift shop also has all sorts of tobacciana (including kiserus) if you didn't bring anything with you. Just don't be like me and spill your spaghetti in front of the shop clerk.
