The legal means of lawsuits to protect an endangered species do nothing. There are so many species not on the lists that should be and even if one is (((they))) can decide that the economic impact is worth its destruction. When a lawsuit does succeed in stopping one act of destruction it is done with high intensity focus that blurs other activities in the periphery and allows several other acts of destruction to proceed.
