Yes you have to pay a fee. They buy maps from your county/area that show where all the Crown land is, as well as private property and such.
If you don't want to pay for the app, you can go to your local town/county building and pay them for the same thing.
First find out what county you want to be camping in.
What makes the app superior is that for $10 you always have access and they update the land owner maps.
