fleece is far superior in wet regions and its common knowledge. t. pnw backpacker. i'd compare fleece more against down than wool sweaters to begin with though. in general fleece makes the best over-all active insulation layer for winter hiking, and its competitive with synthetic puffies in wet conditions, one edging the other out for active vs sleep.
fleece dries very fast, can be wrung to near dry, and doesn't really hold much/any water to begin with unless its a crazy downpour for extended periods or you soak your pack and forget to put it in a dry bag. it breathes well too. its main weakness is it offers absolutely zero find-proofness.
