>>944275Oregano survives snow. At least as high north in the US as Pennsylvania. Parsley does too, but it's a biennial so you need to refresh it every 1 or 2 years anyway. Fennel survives as a perennial. Rosemary survives. Lovage survives, but it may look like it died off during winter. Sorrel survives. Lemon Verbena survives.
