With bread balls and shit, I normally just run the weight a good 18" up the line so the bait at the end has some slack to move around and possibly even float up.
Another popular thing with walleye and river fishermen is pumping up their worms with air. You just take a syringe, poke it into a nightcrawler, an fatten it up with air. Works well with the 3-way rigs because the nightcrawlers will float. Maybe you could try that?
