Forrest Fenn is a deceased Art Collector and Photographer from Texas that passed in the 20's.
The person that you see in the "Thrill of the Chase" is using a Stage Name. His real name is Lt. Col. Michael Aquino, a man that was employed by the DoD under Sidney Gottlieb, who was working on numerous Psychological Warfare Operations in the past, that saw his involvement in the creation of the notorious ciphers and killings behind the deaths of numerous people in the past.
In his book, the "Thrill of the Chase" he took the image on Pg.25 and altered them to state that he was "The Zodiac".
You can see this verified in the fabled Art Installation called Kryptos at the CIA's Headquarters in Langley, which maps the location of the two people involved in those killings.
You can be assured that this entire affair is a hoax and an attempt to lure people to their deaths from the continuation of his affairs that were encrypted with his identity into the ciphers that showed he is a Serial Killer and has begun to recruit others into his affairs. The numerous deaths of the other searchers are testament enough to his past, as is the obvious state of the deliberate indifference from the investigations that were redacted in the Church Hearings, and the Presidio Child Abduction and Molestation Trials that saw him discharged formally from the Military.
He left San Francisco in 1972 to avoid detection in California, to make his second home in Santa Fe, where he immediately aroused suspicion that he was a shady dealer in illegally acquired and forged art/artifacts.
