40s are definitely more comfy than 28s or even 32s on the road, unless the road is freshly paved. Wider tires also generally have better wet weather traction, since that's mostly a function of contact patch area, which is a function of tire pressure.
I run 35s on my city bike, which is good enough for bad pavement, but I have 40s on my country bike because I ride a lot of gravel and bad pavement, and sometimes sand and chip seal. Well paved country roads usually tend to have more traffic so I prefer back roads.
