This is Boggs Ridge Vista (west), there is also Boggs Ridge Vista (east), which is easier to access.
https://endlessmountains.wordpress.com/2020/03/24/west-boggs-run-vista-sproul-state-forest/If you are adventurous, you can camp either at the vista, or hike back tot the road and down to the water itself, and there's campsites there, but of course, this being rural PA, the trail is in awful shape and poorly maintained (I'm told).
Also you can see across the West Branch Susquehanna River as you descend Boggs Ridge, and theoretically there is a trail that runs all the way downhill to it, but it probably exists in name only mostly since it goes onto what looks like private land.
