Loose tobacco can indeed be dried out by the time it gets to you, but that's not necessarily a deal-breaker. Just drop it in a mason jar, add a regular cheapo humidifier and wait a day or so. Problem solved.
If you buy bulk bags of drugstore aromatic tobaccos, usually you'll have the opposite problem-they're too wet and have a hard time drying out thanks to the stuff they use to keep the flavor on the tobacco. Both sorbitol (sugar) and propylene glycol absorb water from the atmosphere, which makes the steam that bites your tongue.
This is where the Boveda humidifying packs come in really handy.
They're calibrated for different humidity levels and unlike other humidifiers they both release AND ABSORB water to maintain that level. So you stow your opened aromatic tobacco in a jar and then put a Boveda pack in. It will maintain your tobacco at that humidity level and life is good again for as long as the pack lasts.
As an added bonus, many tobaccos get better with some age on them. The little bit of air in a sealed mason jar helps this process along, softening and melding the flavors over time.
