This means the deer eating OP's flower beds are probably doing most of the damage at night or before dawn, when he's not
awake to let a dog out to run them off.
Best bet is to get one of those motion sensing sprinklers, as the deer will get blasted with cold water whenever they enter his
yard and learn to avoid OP's house, eating his neighbor's flower beds instead.
