depends on your country, the simple answer is yes, it is legal. but being on someone else's property may be trespassing which in the uk is a serious crime now since about 1 year ago.
in certain places in the USA it is illegal to beg but you can sit outside with a sign that says "i am homeless" just not "give me money".
my advice: practice, you will find out what gear works and what doesn't very quickly. what places are good or not to camp.
