Depends on a lot of things, but in general surplus is a shitload cheaper for what it is. You can get a flecktarn shirt for like $3 and it's tough and practical as hell, and things like British CS95 is some of the best designed gear for general outdoorsing I've worn and is still dirt cheap by comparison to civilian stuff. Some top quality gear drips out of Russia occasionally too, not cheap but their cold/wet gear is better than most of what you'll get on the civilian market. Also military goretex and equivalents like MVP end up being way cheaper than what I've seen elsewhere.
