my shopping list for ultra cheap camping would definitely include an axe and a tarp.
you can probably get a cheap axe head for under $10 and use it to fashion a handle for itself, if it's sharp enough. tarp; how much do they even cost? some thicker decorating sheet might do but they cost more.
