I had a lot of fun in NY with the Adirondacks in the north. In the SW you have a ton of waterfalls, some in nice parks, that you can visit.
PA is alright, hit or miss in some places. PA Wilds region is nice though. If you're into summits tho you won't be impressed. Good watersfalls in Ohiopyle and there's a state park on the eastern side as well with a decent bunch.
WV, VA I found to be really enjoyable not just in /out/ but also driving through (especially WV). I'd lean towards WV altho may just be because I've gone their more than VA.
KY is another fantastic place but i've only been on the eastern side. Daniel Boone is great would recommend.
The rest I haven't been to or at least not for /out/
