It lets you have the option to take what you need depending on where you're going.
You can ditch the mesh if there's no bugs, or the tarp if there's no rain (though it's still useful as a frost break or camo).
I like to use a bivy and a tarp. It's nice and versatile. The tarp is also a poncho, which is handy I guess.
