Most likely it is a European Wasp. They eat bugs. If you keep bees this might be a problem, usually it is a blessing. They are a top level predator of the insect world and they know. Usually they are very calm. They can get aggressive if you touch them or if you threaten their nest. Their stingers don't have hooks and they can sting multiple times unlike bees. If you have been attacked or killed one by accident you should leave the area, wash, and change your clothes because they have a pheromone which makes them aggressive.
