California (t. Home State bias) - needs a 6.5/7 for the invasive mess of the authorities, lack of gun rights, and native wildlife being culled away and replaced with LIQUID RAPE AKA MOUNTAIN LIONS. NEARLY KILLED MY DAMN UNCLE WHILE TRAILRIDING.
Wisconsin (pic related) - deserves at least a 6.5. Milwaukee and Madison are utter urban shit, but the further north you go, the more beautiful the rolling, wooded hills get and the more /out/-friendly people are (excepting the town of the KillMidgets). The lack of gear restrictions (knives, guns) definitely helps.
Georgia - population and murderfauna aside, a 4/5 would be on point. Not a lot of space to mess around, but it's nice in Fall and Winter when the weather isn't as oppressive and you can go find some abandoned shit. Cicadas will fuck your eardrums to death.
Colorado - dead on. Hippies can't climb.
Maine - only spent 3 weeks up there, but it's pretty nice. At least a 6. Lots of tourists in summer and fall, but lots of dead space filled with goddamn treeeeeees. Really looking forward to work bringing me back out that way.
