As for what to grow in a short season, such as N.Utah, you can search for cultivars that are for northern climates and short seasons. In addition to that, consider making a cheap hoop house using plastic sheeting and grey conduit pipe. If you need something larger than say a polytunnel then add rebar to the inside of the conduit pipe like what is shown here,
