It's good to have practical output levels. What you want is an extremely low mode, like 3-5 lumens for extreme close up work and for situations when you don't want to blind yourself. The rest of modes should be something from 30 to 200 lumens for normal use.
More than 200 lumens is for flashlight nerds and maybe for orienteering / nighttime running.
