If it wasn't the scouts it would have been something else, in my town it was the theater teacher, in other towns it may be the youth minister or the 4H club leader, or the scouts, or the football coach, or even the foster parents. There is no cultural change that can stop this. Accepting queers and pedos will only embolden them not make them less likely to seek prey. For my two cents I think we are better off just straight outlawing homosexuality due to the host of problems it has caused thus far.
